There are a number of food factories in the Jurong area. The smell you are asking about is probably around Jalan Boon Lay area. There is Khong Guan Biscuit Factory just off the main road and this is where you get the lovely smell from.

There is a cocoa processing plant in Jurong. I think it's Cadbury. That's why there is this smell around Boon Lay.

coz the toilets r so smelly
they need another very strong smell to overcome the stench from the toilets

there's a famous amos outlet there. I've always assumed the smell was due to that.

well, the ventilation is not very good there. That's why you will tend to smell the stronger smell.
