I'm not quite sure what thought you're trying to convey in the first sentence. However, I do think you mean to say "third-world country like Sri Lanka", instead of "third-war country like Sri Lanka".
Now, I would rewrite the second to read:
"Not every country in the world believes in human rights, or practices human rights. Do you think Sri Lanka believes in human rights?"
