You need to find a rogue with a high enough lockpicking skill to open it for you.

When you do, do a trade with them. Put the box in the "will not be traded" section. When the lockbox says "pick lock" hit trade. It should open right up. Just right click on the box to see what's inside.

OR

If you are a blacksmith, you can make a key to open it.

Keys can be made by blacksmits, theycan be bought from the auction house and rare NPCs. The key must be of sufficiant level to open the box. (Compatable materials I think.)

Rouges can also open boxes, and many may do so without charging you anything for it so they can get more skill. Rouges over level 20 have the lock pick skill, and if you ask nicely, some open boxes for free or for a minimal fee.

Find yourself a Rogue player and ask them if they're able to open the lockbox for you. Usually they ask for a tip but if you're lucky, you can find one in either of the major cities opening lock boxes for free just to increase their skill.

Alternatively, if you are a Rogue yourself, you can learn this skill and open the lockboxes yourself.
