virtual villagers: the lost children - building level 3?

Is anything supposed to happen with building level 3? I just used my yech points to get the 3rd building level and notning has happened.

you need to have full culture to build the ancient mosaic, however when you have 25 villagers you will be able to build the hospital if you have already built all of the huts and the sewing hut, hope this helps
