You have tracking cookies that have attached to your winExploerer browser.
I would use something like Spybot the free anti ad ware and clean out and then inoculate the computer against those unsafe websites that have bad addresses and use pop ups and tracker cookies.. The popups will then be gone.
Im against downloading those websites many discuss to clean your computer, those have tracker cookies and are part of a bigger ad ware network.

go to cnet.com and search Ad-aware, scroll down to where you can download programs (green download arrows next to them) and click to download Ad-Aware Personal Se from there you just set it up like any other downloaded program and click start and what option you want when the program starts up.
It is good because it will run to your specifications and will always allow you to upgrade it very easily when they have updates
