You probably want to give them some one on one time. This way you can really find out where the slow learning is coming from. It is probably from a common cause such as poor reading skills or bad vision. Then you can work with them better.
You can get outside help as well, such as tutors that come to the class for an hour a day or teacher's assistants (often high school students or teachers in training).
My younger brother had reading problems because he went to a school who didn't teach phonics. When he switched schools one teacher took some extra time with him and got him caught up. We were all SO grateful to her for that.

There is never enough time in the teaching day to handle slow learners without depriving the rest of your students. I was a good student, and when I was in school, I was often partnered with a slower student. The teacher expected (or at least hoped) that the smarter students would help the slower ones. I spent 4th grade in a two-room schoolhouse and learned more in that one year than any other--partly because the older students were expected to help the younger ones. Plus, I could eavesdrop on the 3rd graders and get a review and eavesdrop on the 5th graders and get an introduction to the next year's lessons.

as a parent of a slow learner..... i never force him t finish his homework if he has too much...... as a teacher talk to the childs parents and maybe you can give him the same work to do at home as he is in school so he can keep up with the rest of the class. Extra time to finish his/her work in class or make his/her work shorter than the rest so he /her can finish at the same time as the rest of them.

I would set aside time after school to go over with them the lessons which they were slow to catch on to during regular classes.
