It's all about promoting an agenda. Those that commit it will try to justify it by saying that the action was good for the sake/safety/security of the country.

Who or what people are you referring to? And for that matter what war are you referring to? WW2 & Hitler's genocidal attacks on the Jews? Be a bit more specific please.
