If vaseline and chapstick aren't working, do three things.

Drink more water.

Take a vitamin E supplement and vitamin B2 (it works if you take it as a vitamin, not if you just put it on your skin) and/or get more sources of it in your diet. http://ods.od.nih.gov/factsheets/vitamine.asp
http://www.netdoctor.co.uk/health_advice/facts/vitamins_which.htm

Use carmex. Put it on first thing in the morning, after your coffee, after you eat, anytime you go outside. Aim for at least 6 applications a day.

Another thing to look for in a lip balm is lanolin. It's the most soothing, consistently coating oil I've ever used on my skin. Plus, when I was a kid I raised sheep and my hands were never chapped while I had them. I also couldn't wash the lanolin off! (I got ridiculously huge amounts of it on me, more than you will with a balm.)

After a week it should be better.

Good luck!

Burt Bee's is best lipbalm, try applying a think layer of Carmex on right before bed and falling asleep that way it will remain for the longest period of time. I have also put lotion straight up on my lips , yes feels a little wierd but helps almost instantly.

*Rest a wet, warm flannel over your lips to soften up the skin.

*Remove after 30 seconds, and apply a layer of petroleum jelly onto your lips. Leave to sink in for three to four minutes.

*Using your warm flannel once more, gently rub away the excess petroleum jelly. This will also serve to peel away any loose skin.
Finish with an application of lip balm, and check out the results.

Well first your lips are dry from not drinking enough water.Next,I think you should apply a reasonable amount of chapstick every once a while everyday.Hope that helps!

BURT'S BEES!! omg i can't go without it. works sooo well and feels great on your lips. you could also try blistex dct. it comes in a little pinkish colored tub. i went skiing a few years ago, and my lips and face got real chapped....blistex dct totally cleared up the red areas and made my lips real smooth and soft. make sure you are drinking plenty of water too. i hope your lips feel better soon!!

Try putting vitamin E oil or cream on your lips right before you go to bed. Your body retains moisture the most when you sleep. That's when it heals itself and rejuvonates itself.
