If I had to choose, I would go with the neon. There are several reasons for this choice. First, the recycle yards have more neons than saturns, so cheap replacement parts are readily available. They are better on gas. Weak body structure is not hidden behind plastic panels, unlike a lot of saturn owners that realized they had no rocker panels left after they were in a t-bone accident and the other car stopped a few inches away from the center console. The track record for breakdowns is god for the neon, mid-scale for the saturns. Also, the neon being 2-3 years old still has plenty of warranty left on it.

Just take a look at those vehicles NOW. The Saturns look well years after because of the polymer bodyside panels. Overall the engines are reliable and can run into 100K easily, just maybe some oil leaks here and there, but overall they have shown to be reliable.
I have a friend whos a die-hard Saturn fan, she's had 3 SL's, and a SC and all were pretty realiable. Then she bought a L300, and that killed her love affair...too many pesky computer sensor problems.
It's not about, "Would I go with a Saturn". From what I've witnessed it's about "What can I do to avoid a Neon".

I'm sold on Saturn. I bought an SL2 back in 2002, and haven't had any problems.
Also, given the current situation with Daimler Chrysler potentially selling off it's Chrysler division, getting parts for that neon may be more difficult.
Saturn is also well recognized for their friendly customer service, and more recently, just won car of the year for their new Aura.
Saturn is a more stable company, and between the 2 cars you're looking at, $3500 cheaper. It also will probably be cheaper to insure.
Since they're both used cars, have a mechanic check them out.
Good Luck.

Saturn used to be a piece of crap. Now they make pretty decent cars. Neon used to be a piece of crap and guess what? It has not changed.
