At first I am not a navtive English speaker. Everytime I watch TV drama" 24 ", I wonder if Jack says " copy that" before he hangs up his celephone. Is it possible to say "over" in this kind of situation?

"Over" implies that the speaker is finished speaking and expects the other party to say something else. It's like saying, "OK, your turn." If he intended to end the call without the other person saying anything further, it would be "over and out."

"Copy that" means that that speaker got what was said. It's like saying, "OK, I understand."

Over means the person is finished speaking. Copy that means I heard and understood you. Usually only said over walkie talkies by police.

over means I'm done talking and I'm off to go do some ****. Copy that is saying that you understand what's been said

saying "over" means you are done speaking and are releasing the air to the other party expecting the conversation to continue until one says "Out". "Copy that" is used to say basically "yes i heard what you said", or "I will follow through with my orders" or could also have other "suggestive" meanings through tone of voice.

Copy that means he understands what the person has said
Over means he is done talking
