after cleaning it use KILZ that is the primer to work against mold and mildew.

The best way to remove mildew is to use plain old household bleach. Use 1 part bleach to 4 parts water. You can also use liquid TSP, which you will find at any home hardware store. I suggest the liquid instead of the powder, as you won't have to mix it, it isn't toxic like the powder and you won't have to rinse after... with the powder, you often have to rinse 2 times.
Once your walls have dried, I highly suggest you prime the walls with an oil-based primer. It's relatively inexpensive and nowadays, you can get this primer with very little smell and with a drying time of 2 hours.
Once you've primed with an oil-based primer, you can basically paint with any kind of paint on top, including latex paint. But since you seem to have a mildew problem, if it were me painting, I'd use a paint made especially for bathrooms and kitchens. This kind of paint will repel mildew much better. It's paint that's made for painting in rooms that have lots of humidity.
One last thing: If your walls are sheetrock, you may find that the mildew has grown into the sheetrock... If this is the case, you may want to replace the sheetrock. It's important as the mildew will continue to grow inside the sheetrock and inside the wall and you wouldn't believe the damage mold and mildew can cause healthwise....!

try mixing a cup of bleach in 5 gal of warm water , wear a good mask to protect yourself from the dangerous vapors ,keep the basement well ventilated , apply mixture to wall with a brush ,work in 3-5 ft segments ,rinse & continue around until complete ,allow to dry (this should kill the mildew ) then paint with Dry -lock paint ,which should retard moisture from permeating through the walls from the outside (possibly add mildew retardant to the paint ) ----check outside at foundation for water that doesn't flow away from the house ,this may be a cause of mold on the basement walls ---good luck

I would use a mildew cleaner and a special type of primer that covers and kills mildew But make sure you clean the walls really good before you even start to primer

Wash the walls down with bleach/water solution and run fans in there until fully dry. Which will take a couple of days. Ask the paint store for specialty paints for your situation and what you are painting.

Clorox one part to four parts water and let dry and if you have block walls or cement walls they have special paint for this

there is a professional bleach solution that you can use if I remember right its used as three applications in 24 hour intervals and then you use a special primer then you pain, the primer I used is called bin and its sold at home depot
talk to the contractors desk at home depot they are there during the day Monday to Friday they would know
