Yes.
I've been using this for over 3 years now ... never fails.

The guy who wrote this free program now works for Nero ... that's why it hasn't been updated since 2004 ... not that it needs an update... it works flawlessly.

* if you do get a message saying that the disk is protected (happens to me twice in 3 years) just close & restart DVD shrink ... it will work the second time around.

Check out the programs:
DVD Decrypter can be used to copy/burn the DVD to your computer.
DVD Shrink can be used to compress the DVD and copy it.

Not onto your CPU, but onto the drive, yah. Just need the right software. (I can't remember what the progs are called though, there's a few that do it.)
