Specifically,
I want a website that will allow me to change the HTML/CSS settings.
Any of them out there that do?
If it doesn't let me do it,
then I really don't want it.

Yahoo Geocities will let you do just that. Last time I checked, there is an advanced feature that will let you do the hard code and upload external CSS files.

I think yahoo geocities lets you change the stuff. I'm not too keen on the HTML stuff, b ut I knwo there is a site builder with it too. It is free too.

tripod.com, you create an account, DONT FORGET your URL is you username such as: yourusername.tripod.com It has a free Site Builder its a lifetime free (no trials etc.)

try freewebs.com or matmice.com but matmice is prefferably for kids.
