This is kind of a trick question. While the Constitution was "signed" Sept 17, 1787, it was "ratified" Sept 19, 1789. Not all of the delgates that started at the convention believed in the document. The difference is that the Constitution became law only after 3/4 of the states ratified it. Technically, the United States was still operating under the Articles of Confederation until Sept 19, 1789.
In case you want to know.....the Federalist Papers were written to try and convience states to ratify the Constitution (to ratify means to accept it).
