I have this pesky cat that gets locked in my bedroom and makes a mess all over the place. I want to keep the cat out, but not scare my dog.

I don't want to keep my dog out of the room, thats what i mean. I can never keep the door shut 24/7, because I'm walking through.

Cats hate the smell of lemon. If you can find a lemon scented oil or something of that nature and put it along your doorway, that might help. Also check out your local Petsmart or the like and they should have something that keeps pets off furniture, this would help to keep the cat out of the room. Shut your door if possible, or put a dog door in that has the magnet on it. There will be a magnet that is on the dogs collar and the only way to open the door is with the magnetic collar. If the cat does not have one it can't get in.

Honestly with your attitude you may want to consider a new home for your cat. It sounds like you'd rather not have a cat at all. Have you thought about putting a litter pan in your room in case the cat gets locked in? Another option is just keep your door closed. In what way is your dog scared? Is it by the cat or you? Or is it you lock your cat in your room because the dog is scared of it? If this is the case, they need to have time to get to know each other to be able to live together under the same roof. I have 17 cats, dogs and a wolf hybrid, we have our good, great days and we have our fights, but usually not many. Each animal seems to respect the others space most of the time. It's when they don't we get a quick squabble.

You can't really. Cats hate closed doors, and they're actually quite smart. If my cat is shut into a room, within five minutes he's out. How? He stuck his claws underneath the crack of the door!

They have these things that look like furniture that actually is (like a codde table) but underneath is a little comfy cage like thing where you can put your cat. Also you can get those carpeted Cat towers. Just make your room less interesting for the cat by putting things around the house in inconspicuous areas where a cat would be crawling. Like a catscratcher in the closet or wherever the cat likes to loiter when its not in your bedroom. Make it easily accessible for the cat. Cats also like heat so put these things near heaters but not to close!

Shut the door. If the cat isnt trained in opening doors then its that simple.
