it's not a word in the english language, so wherever you heard it the person made it up.

Well, where have you heard it? Are you sure you're not asking about hoodwinked? Perhaps do a search on Google.

I searched Google.com and found ithe word apparently being used as an insult in a U.K. chatroom. However it is likely U.K. slang or something considering it does not appear in any U.K. dictionaries or encyclopedias.

The word is probably 'hoodwink' which means 'to deceive'.
