It's a ceramic/china bowl that they used to have back in the day, prior to running water. Usually there was a pitcher with it. You'd pour the water into the basin, wash your face and hands and then throw out the water. Some people today will call a sink, a wash basin.

A wash basin is one of two things. It could be an old fashioned term for a sink, OR it can also be used to describe an enamel coated large pan that people ages ago utilized to wash things, ie dishes, clothing, etc. in. Both are correct.

People used to keep a wash basin and a pitcher of water in their bedrooms for washing, after they woke up from sleep.
A wash basin is basically a large bowl.

Equivalent to: A sink (bathroom sink)
Before modern day plumbing evolved there were no taps/showers and very few bathes. People used wash basins (large bowls) and pitchers/urns of water to bathe.

It's another name for the sink
I think it dates back to the time before anyone had indoor plumbing - all you had was a little cupboard ( it was called a washstand ) with a jug ( to fetch water in ) and a basin to wash in.

in days of yore, before indoor plumbing, or even when their was a hand pump to get water, a large bowl, metal or ceramic, was placed in a convienent location and filled periodically with fresh water to wash from.
