If tasteful and appropriate, they're art. If they are not tasteful, they are graffiti. Anybody that has tattoos all over their body is graffiti. They look like some street punk tagged them.

To be honest I am not a huge fan. I would never go get one myself, but its ok for other people if they so choose it.
