I trust you're talking about Aguinaldo, and not about Marcos/Aquino. If so, my answer is "maybe" and "probably".

The Spanish had ruled for about 350 years, I guess, and the Revolution coincided with the Spanish-American War. Filipino revolutionaries sided with the Americans to throw the Spanish out, and Filipino leaders thought they had a deal with the Americans that would guarantee their independence.

Dewey sunk the Spanish fleet in Manila Harbor, and the city was surrounded by revolutionaries. As part of the deal, however, it was the Americans who walked in to accept the surrender of the city.

At that point, the Americans reneged, and the Revolution became an "insurrection". Guerrilla warfare ensued, and Emilio Aguinaldo was eventually captured.

Now as to your question. Regarding the "maybe," if the Americans had stuck to their word, the revolution could have succeeded. Americans were against colonialism. But when push came to shove, McKinley said the Philippines weren't yet ready to rule themselves. In 1900, imperialism still held sway.

Regarding the "probably," after Gen. Arthur MacArthur assumed command of the government, the end was probably just a matter of time. It was, however, a very dirty war.
