how can i make sure they're not a diploma mill?

They are diploma mills.. The only legit ones I have found are from regular state and community colleges that also have a campus that you have probably heard of already- many of these schools offer some of their classes on line. It's rare to find one that offers all of the classes on line, but it depends on what you are planning to study.
