it's actually out of bounds, not out of bounce. that's not the official name of the line. it's called the baseline when it's running underneath the basket and sideline otherwise. You'll hear "he went out of bounds" when someone steps over either the baseline or sideline. That just means they're out of the court of play, or they're "out" of bounds. You'll notice after a made basket one player on the opposing team "inbounds" the ball by stepping out the lines and then passing it to a teamate to bring it "in play" or "in bounds". That's why when the ball is in play and you step over the line, you're considered "out of bounds"

Its the out of bounds line. I.e. out of the bounds of the court.
