Yes you can sign up just to buy things from eBay. A few people have already warned you to check the seller's feedback rating (the closer to 100% the better), but I'd advise you to actually read the feedback comments as well. Many people on eBay don't like leaving negative feedback if they are unhappy with their purchase, because sometimes the seller will also leave a negative against the buyer just for revenge. Sometimes their comments are very telling, even though they may have left positive feedback for the seller.
Having said that, eBay is a safe place to buy. The most important thing that you should do is sign up for PayPal, which means that you will send your payment (funded by your credit card or bank account) via a secure third party. If the item you buy doesn't arrive or turns out to be not what you'd been sold, then you can make a claim on PayPal to get your money back. You must make a claim within 45 days of paying for the item.

If you do buy be sure to check how many items a person has sold and their feed back percentage. I look for over 99.5 positive feedback and a selling history of over a year. Check the most recent comments made by buyers. Make sure the feedback percent is based on selling items instead of buying items and paying on time.

Most definately I signed up to buy a truck several years back and have over 100 feed back without selling a thing. It also helps if you sign up for Pay Pal since thats the way most people prefer to do business.

Don't forget to check your seller's feedback. Higher is better, I prefer more than 99.8% personally.
Also check their returns & exchange policy before you buy cause it's better to buy an item with a little extra money than cheaper one that you can't return or exchange it later.
