that is a very good question but as he was tarzan im sure he found something in the jungle he could shave himself with and without cutting himself

also his hair should have been way past his toes lol

Maybe his ethnic group just doesn't have a lot of facial hair? My Dad and brother couldn't grow a beard if their lives depended on it.
