The Browns....They suck every year and still sell out the stadium, parking lot, and every bar in Cleveland on Sundays....Who else has the Dawg Pound???? No other fans would hang around through so many dismal years and the team leaving for most of the 90's only to return to suck again! Brownies hand down! All other fans disappear during sub-500 years. Plus, they travel better than any other team. Ever seen more of your teams fans than the team whose stadium your playing in? I have...Go Browns!!!!

It depends because the question does not specify the quality.
We have loyal fan eg. Leeds fans who are always there for the team and we have the kind of fans who are there because their team is always on top and if it's goes down they may change their mind.
But I like Both Liverpool and Man U fans.

Besiktas
According to Eurosport, Besiktas's fans have the record for the highest level of decibels while screaming their chants at a football game. the old record was liverpool with 130 and besiktas's fans got it to 132.
125 decibels is a jackhammer, 140 decibels is a jet taking off besiktas fans were 8 decibels away from that kind of noise.

Brazil, those sexy women you see dancing in skimpy outfits and all seem to have the two best strikers in the stadium. Sexy samba football and and the most colourful, sexy fans, if the football game is boring which is rare then their fans are certainly entertaining. But those women, what more could you ask for.
