Because she was. While in the White House, she was the one who wore the pants in the family, not a skirt.
Nancy did see a psychic but was never referred to as the President of the United States.

For the same reason that Nancy Reagan was jokingly referred to as the president during Ronald's time in office, but then later, when America found out that she was getting her advice from Dionne Warwick's Psychic Hotline, then Dionne was referred to as the president.

It's almost a tradition now that the 1st lady makes the decisions and the President acts as a puppet or mouthpiece for her. I think it's time for a female President so she can nag other countries to death :)
