Does Walgreens refill ink cartridges for you?

they just usually do it for your convenience. it is pretty easy to do by yourself, but requires warm moist paper towel to start ink flow. it can be rather messy if you do it on your own.

Some Walgreens will - and usually ruin the cartridge in the process.

no but you can buy the kits at walmart.
