The answer should be self-evident. You need to correct all grammatical mistakes, make sure your paper flows and is coherent, and correct all spelling and usage errors. All of that is done to show you are an educated person who cares about his/her work and not some illiterate who doesn't know any better.

If you're question doesn't raise a red flag, then you need it. Besides, the 11th hour writer is over stressed and you don't think very well in that state of mind. People are forever changing. Get your thoughts down, then come back to a paper later. By then you are a completely different person, and you might just realize what you've written is %$#@. Another person's view is great because most times you read things that aren't there. Actually read outloud to yourself. Proofread papers backwards. Lol, I bet you said that wrong on purpose, good luck with your papers. ^_-
