why do european cell plans charge different prices for cell calls, home calls and etc?

like in the Uk why do calls going to 0701,0871, 0870, 0844 cost differently. how come it isnt like united states and canadian plans

In the US, phone companies are private businesses and there is a lot of competition. In most European countries, the phone company is part of the government and it uses this monopoly to generate a lot of revenue. That's why you see odd rates to call certain areas.
