All of Florida is susceptible to hurricanes. Phoenix and Las Vegas are warm places, away from the coast, that are not ever affected by hurricanes. There are plenty of other places around the world that meet that criteria, too. Central Brazil, for example...

I can't think of anywhere that isn't affected by disasters. Here on the south coast of NZ we get earthquakes and tsunamis. The Gulf coast gets tropical storms and floods. Australia gets droughts and floods. Europe gets blizzards and floods and heat waves. And no matter where you live there's a small chance that you'll be struck by a meteorite.
