If an actress or actor sings a song in a movie, but another person replaces their voice, are they still credited with the song?

What I mean is the actress credited with the song. Not the actual singer. The actress is credited with singing the song?

NO, unless they wrote it. Just because they lip-synched it in a movie, they have no ownership or rights to it.

the only time this is done that I know of is in animated movies (example: Disney movies) otherwise it is as everyone else says, they actual singer is not credited for the song. There is only one possible exception I can think of though..... sometimes in the credits of a movie (the end) the actual singer will be singing a song, and it will show at end of movie who has sung the "different" versions in movie.
