If it's the basic democratic foundations you're looking for, do some research on ancient Greece (as several others have pointed out).

However, if you're looking for the foundations of "modern" democracy, look no further than the Magna Carta, which was signed in England in 1215. As a matter of fact, all types of government today -- even a system such as a dictatorship -- have their roots in this document.

I know that this goes back at least to the early Greeks... and most likely has it's roots *much* earlier than that.
