I live in an apartment but they said if something needs to be fixed because of my fault I will be charged. There are paper towels stuck and I tried everything, plunger, draino, auger, but nothing is working so I think I'm going to have to get a plumber. If I live in a small town (not sure if that matters) how much can I expect to pay

So your toilet's still cloged, plumbers in montana area cost $75 bucks per hour, and a $50 call out . I you have tryied all of the above your problems farther down the line, which the toilet has to be removed and a larger snake run down the main line, I would contact your land lord, and ask if and other tenants are having problems (kinda sounds like land lord is a pr*ck). My LLC manages 19 homes and apartments we don't back charge for sewer problems because we don't want the water damage that goes with it.

Find a plumber with no kids in college and no drug habit. Using a plunger after Draino is a very dangerous business - be sure to tell the plumber if you've used an corrosive cleaner . If a plunger agressively applied doesn't work, your probably have something more challenging stuck in there like an old shirt, a bath towel or someone's reading glasses (I've seen it happen).

they will charge you so much for a call out fee (usually $50) and then they charge about $75 per hour for anything after the first hour. If you go to a home improvement store , they have a little drain snake just for toilets, about $15

I would look at LOWES or HOME DEPOT or your local building supply store they have several choices for solving that problem,and might be less expensive...
