You don't say how old he is or anything. Please post a little more information. Bettas can live for several years, so if he's not that old it might be something you can treat.

When you changed the water, was the new water from your parent's house? It's possible that that water had completely different parameters, and even with the conditioner, might not have been good. You also have to make sure that the temperature is around 76-80 F since bettas are tropical fish. And as people have been saying, the bettas will live longer in a larger tank instead of a small bowl.

If your betta is losing his fins then he could have fin rot. Not only that but a betta's water temperature should be from 75F-80F. They are tropical fish, not coldwater fish. Not only that but what size of a tank/bowl is he in and how often are you cleaning out his tank/bowl? If he's in a .5 gallon bowl then the bowl should be cleaned out every 3-4 days and when you do clean out his tank/bowl, make sure the temperature of the new water is the same as the old water.

Jungle Fungus Clear can get rid of fin rot. I know people who have used this product and it worked great for them. You may have to use it for a few weeks until the rot stops. Also, when using it in a tank/bowl smaller then 10 gallons, you'll have to divide the tablet up(1/10 is for one gallon) for the amount of water that's in the tank/bowl and do a 100% water change every four days when using this product.

a year and a half isn't that old for a well cared for betta. if you treat him he'll probably be fine.

loosing his fins? sound like fin rot. go to the pet store and get something that treats fin rot, reading the bottle will let you know what treats what. follow the instruction on the bottle and treat your fish.

to help keep your betta healthy and alive (he could still have 1-3 good years in him) make sure he's housed properly. after he heals of course, changing his surrounding now would stress him out and make him sicker.

things to think about:
what size is his tank? 2.5 gallons or more is best
what is the water temp? 78°F-80°F is best
does he have things to hide in, like SILK plants?
if he doens't have a filter how often do you do water changes?

to keep your betta the healthiest and happiest I highly recommend a 5gallon tank with a 25 watt heater and a low power filter, like a 1-3gallon filter from whisper. throw a few silk plants in and a single mystery snail and you'll have one spoiled betta.

*EDIT*
changing the water temp will do nothing but improve his health. they do not "get used to" cold water, it still affects their health. just raise the temp SLOWLY turn the heater on low.

ok. I had a betta live for 5 years, so 1.5 years isn't really really long. He could have fin rot, you can get antibiotics to put in his water, you can try some stress coat for the water and maybe a different food. Also, they don't want their water really cold. You might need to heat the water some.

Bettas are tropical fish and need warm water (around 78-82 degrees). Keeping it in water that is too cool lowers his immune system which makes it very easy for him to become sick.

The best thing you can do is keep his water clean (25% water changes once a week) and keep his environment stable!

ok, heres the help your looking for

You need to change his water, there is most likely a parasite in the water, and buy him new rocks, smooth ones, when they get older they need this. Buy vitamins for him, at your pet store, and a butta stress coat forula, this will protect his fins. Ive raised mine for 4 years and hes as healthy as baby jesus lol. I hope this worked, oh and if you have any coarse plants, remove them, they do need a little bit of warmth to keep them comfortable, so warm it up, it will help him heal.

He will live longer if you keep it out of the freezer and out of boiling water.
