You see a terrorist can be anyone. Best example Timothy Mac Veigh . So they can call terrorist to whom ever they want including you and wiretap your phone without a warrant which is expressed clearly in the Bill of Rights that the government can't do that. To answer your question apparently Dems know how to read and interpret what they read as opposed to Republicans.
Anyone who trades liberty for security deserves neither liberty nor security.
