But the ink cartridges are new and installed properly and it wont fax, copy, or print. I have reinstalled many, many times. The machine will not let me clear, turn off. It only beeps.

Hi. Some cartridges have a chip that needs to be reset if you refilled it. If it's new then make sure all the contacts are clean. Use the printer's maintainence software and tell it the cartridges are new.

Did you perhaps forget to remove the little strips that protect a new ink caartridge from drying out?

You need all 4 inks for the printer to be functional. There is now way around it, you need to buy the missing inks.
