why don't people think before they do wrong is it imposable to do?

for exsample----they see some thing in a store they know it cost more then what they have so they stick it in their coat and walk out---instead of waiting until they get the rest of the money----and when they are with their friends and their friends are doing wrong---instead of them saying lets just leave he or she goes along with it
