Go to Yahoo home page. Top left it says 360. Click on that. On your page, click 'Edit Personal Photos' - upload a jpeg. Press set as primary.
Come back to answers, click Edit My Info and select 'Use 360 picture.'

You need a Yahoo!360 page. Then you need to activate the picture on your info.
