A sentence beginning with 'but' is theoretically a dependent clause because it "depends" on previously stated information. If it were just "I never eat fish" would make it categorically independent. So, it all depends how precise your teacher is.

An independent clause is a group of words that contains a subject and verb and expresses a complete thought. An independent clause is a sentence.
