The schools determine their calendars individually. Presidents Day is considered a Federal Holiday. (The banks, city offices, and postal service were all closed today in observance of Presidents Day, as they were for MLK day.)
Not too long ago we observed both President Washington & Lincoln's Birthdays individually. I would direct your question to the School System.
The following site lists all Federal Holidays, as well as, other important and some not so important dates.

If the college has had too many days off already this iciness, that's positive to apply President's Day for a snow makeup day. If the college keeps putting those makeup days directly to the top of the 300 and sixty 5 days they might no longer get state help or some state and nationwide tests(regents, SATs, or different tests) will possibly no longer have the flexibility to be taken and used for people who prefer them to get into college, for the subsequent college 300 and sixty 5 days, or different significant issues.
