Can a georgia notary, notarize for a FLA resident, in FLA?

No. A Ga. notary can only notorize in Ga.

The notary seal itself gives the county and or the state. It cannot be used outside of that area.

I assume that it's like CA - NO You must notarize the document in the state where you have your commission

it makes since but your out of there jurisdiction even it was a judge from out of state it means nothing.
