Thinking of travelling from Canada by way of Seattle to SanFrancisco.. the Amtrack seems inland - is there any passenger rail route that hugs the coast / Pacific Coast Highway?

AMTRAK is the only rail service anyplace in America except for a few local commuters. I have rode the "Coast Starlight" from Seattle all the way to LA and the only time you will be near the coast is down near the Santa Barbara area, however the scenery all along the entire route is spectacular. Another great AMTRAK trip is the "Empire Builder" from Seattle to Chicago.

Unfortunatly, Amtrack seems to have a hard time making profits and relies on aid from the government to remain operational. Sorry it is the only rail service left (for people) and may even be gone soon:(

For people, i believe so.

Amtrak was created by Congress in 1970 to take over the passenger rail services previously required to be operated by private freight railroad companies in the United States.

No coastal route yet. Soon though, (supposedly?). It was abandoned years ago for repairs!
