This is a very good way to get started, but not the ONLY way.
- doing plays in NYC are a good way to meet a lot of people in one project. Although it probably won't pay as well as a commercial, if you are someone who loves acting purely or the sake of acting, a play will satisfy you far more than eating a Big Mac 230 times and calling it a wrap.
- extra work gets people their SAG cards sometimes (you can get waivers as an extra if you are featured in some way), which may lead to more movie jobs. The downside here is the sacrifice to your pride, as extras are oftentimes glorified set pieces (and are unfortunately treated as such sometimes).
- modeling is another way to get noticed and make a quick buck, but I would imagine the competition is even higher here as they are often times looking for a look and not so much a specific talent you might have in performance.
- taking classes in NYC is another way to start an acting career as it introduces you to a lot of other actors in your position, as well as teachers and possibly directors depending on the program. There is not enough time in the world to list all the classes in acting. directing, improvisation, etc. found in NYC. Once you start looking, it should be easy to find. The downside, obviously, is that it costs money. But it could be an investment into something bigger.

Well, assuming you want your acting career to involve TV or the movies, that is a fairly good start. However, you're not guaranteed success from commercials. Also, when the time is right, hire a good agent; that will at least better your chances of building up your acting career.

For an unknown actor starting out...its very good pay for little work...if you're lucky enough to get cast. But, then again...you're more likely to get cast in a small commercial than a huge series or film.

That's a very good place to start. I'd also recommend taking acting courses while there, mostly for the experience and for networking with other actors. Audition for everything you can. Get a good headshot and resume. And just keep at it.
Sounds like you've got a good head on your shoulders.
