A cookie is sent by each website that you visit. One must be careful because some are tracking cookies that allows others to see what pages you have visited!

They are little annoying marker files that the sites you visit put onto your disk to keep track of you. Some are to simplify logging in again without having to type a lot of info. Most are so that sellers can recognize you as someone who is interested in a product so they can nag you about their version of that product. The worst will call back to the sellers so they can send you popup ads (which takes processing power away from your computer).
Your browser should let you look at the ones you have and can let you do deletions of ones you don't want.

Cookies are records stored on your computer by a web site. It is used to log you on and to pass your id from page to page.
Without a cookie a web site could not show you a product, allow you to select it, and then go to another page to purchase it. The cookies tie everything together.
A cookie can only be read by the site that creates it. Some advertisements on a web page are placed by another site. That site can track you from site to site that carry their ads. This allows them to tailor ads to meet your interests.
They do not know who you are. The only know that person 12345 has visited various sites.
