Is your child well otherwise?
Is he or she taking medicine?

Assuming the answers above are no the most likely cause is Eczema. This is a rash common at one month in the winter because of the drying conditions. It is usually red, flat, and has patches of lightly flaking skin.

The best treatment for this is using a moisturizer such as Eucerin Cream 6-8 times a day until clear. Avoid anything to the skin that smells nice (fragrance). After a bath put the moisturizer imediately after drying. It may take a week or two to clear.

If not better in a few days see a pracitioner. Seeing a rash is worth a thousand words.

That is baby acne. It's ugly and gross, but not uncomfortable or bothersome to the baby. Almost all babies get it - it's just their skin adjusting to being outside the womb.

Keep it clean and dry. Use a mild soap on it - like Dove, or something similar. Don't put lotion or cream on it. If you ignore it long enough, it will go away. It may get worse before it gets better, but it does go away. It also could take up to six months (in the most extreme cases) to go away.

most likely eczema, could be caused by intolerance to the formula milk, also could be caused by intolerance to detergent used to bathe her, or even baby oil, if the child is well otherwise and the doc gives you something to help out with the rash then do not change anything you are doing as her body will become immune eventually, if however the rash cannot be treated and she feels unwell otherwise i would avoid the irritant(and good luck on finding what it is)

I'd take her to her doctor when you can, but untill then bath her every day or every other day, making sure all soaps and shampoos are thoroughly rinsed out, as this can irratate her skin further.
Make she doesn't get too hot, also, as sweat will spurn bacteria growth on such skin as you described.
Also baby oil or baby lotion on her skin to keep skin moisterized.
