well if it VERY young and the white spot is in the very middle of the underside its ok it just were the yolk of the egg was-itll go away after a while BUT if its somewhere else (head, arms, legs) its a disease called white spotwhich is caused by stress-either by moving it around or handling it too much......you can buy white spot treatments from aquarium shops (it should say the dosage rate on the bottle) jsut put some of this in the water and it should stop it.....if it doesnt immediatly take it to the vet

Also for the soft shell part it means you will need to give it more calcium (can be bought in pellets from pet shops) and warm sunlight

Take your turtle to the vet!
It sounds like softshell and a fungal infection. Treatment will include medication from your vet to rub on the shell. You will also need to keep the shell as dry as possible...such as keeping your turtle in a hospital tank where there is only enough water to cover the bottom of the turtle and the top is out of the water. KEEP a basking light on them! They need a basking light with a spot where they can get fully out of the water and bask. I use a 100 watt with mine. You also need to make sure that they get a healhty diet with variety. Pellets, worms and some dark green leafy veges if they will eat it. Clean water is very very important in preventing disease!
Take your turtles to the vet, get them some help, and please read up on proper husbandry.

You really need to review the basic cares. This could be many things.

If the tank is small, dirty, and/or cold. If the lighting does not provide UVB. If the diet is wrong... Any of these can cause problems for the young turtles.
