It's because during the film; Clarice confides in Lecter that she grew up on a farm with her family (uncle if I remember correctly), and she'd once woken up to screaming; which it transpired was the lambs screaming as they were being slaughtered. As a child she'd grabbed a lamb and tried to run with it; to save it. She goes on to talk about how she still wakes up to the "screaming of the lambs" at night. So I'd imagine it's the idea that the entire case that the film revolves around and her attempts to solve it by getting information from Lecter is her attempt to stop the "screaming" and finally have peace with the silence of the lambs.

While the sheep and lambs were waiting in the pasture they made sounds of security (Bah) When they were sent to the slaughter house they knew what was coming and silence grew amongst them (hence the saying "the silence of the lambs")

because when she younger clarice use to live on a farm and something i happened i think there was like a fire or a wolf came and was killing the lambs... well anyway she saved one lamb and as she was running away back towards her house she could hear the others shrieking and moaning and as she got older she pushed that horrifying memory out of her head.. and wen she was talking to him in the prison cell.. he was like reading her mind and he made her remember.. the explanation is not as dramatic as the actual scene.. u should youtube it

the main character used to hear lambs bleating before being slaughtered across the field from her bedroom. hannibal found this out and said asked clarice if she could hear the silence of the lambs?

When the FBI agent was a girl, she went to live with relatives after her dad died. The relatives owned a sheep ranch and she walked into the slaughtering area one night. Sheep apparently make horrible noises when being killed. That's why the movie was called that.

Clarice's grandparents had a ranch, and it refers to slaughtering time....when she can no longer hear them "baa"-ing.
Lecter uses it as a trade---he wants something personal from her in order to give her info on Buffalo Bill.
