1ofSelby's answer about fog is (as always) spot on - a cloud on the ground.
The word smog comes from SMoke and fOG. The particles of smoke and other pollutants in the air are trapped in the fog. The longer the fog lingers the more pollutants build up in it.
Smog can be deadly. Back in 1952 London was a very smoky city (factories and coal fires mainly). A fog enveloped the city and lasted for 6 days, the level of pollution built up to such an extent that several thousand people died as a result, mainly from respiratory problems (estimated vary between 2 and 15 thousand).

Fog is a cloud in contact with the ground. Fog differs from other clouds only in that fog touches the surface of the Earth.Fog is defined as cloud which reduces visibility to less than 1 km.Most types of fog form when the relative humidity reaches 100% at ground-level. Smog is a kind of air pollution; the word "smog" is a portmanteau of smoke and fog. Classic smog results from large amounts of coal burning in an area and is caused by a mixture of smoke and sulphur dioxide.

The Fog in the air is a mixture of cool air and warm air causing condensed moisture that ends up in a fog especially early in the mornings after a rain.
Smog is pollutants from motor vehicles or Industries that release toxic smoke in many cases and that results in acid rain when it falls back to the earth.
California has always had serious restrictions concerning this and the exhaust systems from cars.
This is why EMS systems are checked on vehicles especially in California where smog is bad and the vehicles must pass inspection to be driven on the road.

Smog occurs when the air pollutants mix with air. It was originally used to describe what happened when the smoke from coal burners mixed with fog, but now it's also used to describe what happens when an area is over-polluted.
In the West (CA, AZ, NV) it looks brown - when you're approaching an area w/ smog, it actually looks like someone took a brown crayon & colored over the area. The pollution problems in PHX and Vegas are actually due to the LA Basin region - the pollution from LA is blown over into the neighboring states (what's more gross is you can look at maps & see the progression of the pollution)
It's worse in warmer weather.

fog is basically water vapor in the air. Smog comes from buildings...like the stuff you see in global warming videos. Smog looks like fog...but not as thick. You can find smog in Los Angeles, California.

Preya, Fog is a cloud at the ground. It is caused by cooling the air temperature down to the dew point at which time the relative humidity is 100% and the water vapor in the air condenses and forms small liquid water droplets. This will occur on nights with clear skies so that the radiational cooling is a maximum allowing the temperature to drop and with calm winds which are also required.

Fog is condensed water vapor, smog is chemical vapors (such as SO2(sulfer dioxide)) which collect in the air. Since SO2 is more dense than air, it hangs low.
