Umm, I think you might have your date wrong.
The Romans occupied Rome in 118 CE. Hadrian was the emperor - and one of the few fairly good ones, at that.

"The construction of the villa was begun immediately after Hadrian became emperor in 118 CE and a first phase of construction extended until 125 CE, when Hadrian returned from the first of his great journeys."

The only people who occupied Rome in 118 C.E. were the Romans themselves. Apart from them there were provincials and slaves there as well. But Rome in 118 C.E. belonged squarley to the Roman Empire. Why did they? To live there and administer an empire.

However in 410 A.D. the VISIGOTHS under ALARIC sacked it and in the Vandals under GENSERIC sacked it in 456 A.D.In 476 A.D. the OSTROGOTHS, HERULI and others who constituted the official Roman Field Army at the time, under ODAECCER marched down , when they had been cheated of their pay by the imperial officials, and disposed of the last emperor of the Western Roman Empire, Flavius Romulus Augustulus(son of Orestes) and sent him to a monastery. Odaccer then became king of Italy. Odaccer would not declare himself emperor because he, being a barbarian, had such awe for the empire and that there was another emperor-ZENO- the Eastern Roman Emperor. The Eastern Empire would have made war upon him. He then acknowledge Zeno as his overlord although this was little more than a ceremony. Zeno was content of the gesture. A few years later Odaccer was deposed by THEODORIC, king of the VISIGOTHS who then declared himself king of Italy. Theodoric was the son of the Visigoth king who was killed at CHALONS in 451 A.D. When Romulus Augustulus was deposed in 476 A.D. it was the official fall of the Western Roman Empire, the official fall of Rome and the end of the ancient world(of ancient history). Hope this helps.

The Gauls invaded Rome in 387 BCE. Between that time, and the eventual fall of Rome to the Visigoths, no one else did.
