For magnetic field strength use
B=uI/2R

B- strength of the magnetic field (in tesla T)
u – permeability (4p e–7 Vs/Am or 1.256 e–6 Vs/Am in SI1) units)
I – current (15A)
R – distance from the current (0.16 m)

for (b) do some research The Earth's magnetic field is not constant! (range 0.3 to 0.6 Gauss note 1 gauss = 1 e–4 tesla or 10 millitesla)
