If you are trying to find someone's house by IP, you really can't without a court order or a private investigator, because that information is usually kept confidential by the ISPs.

You cannot lookup details on the owner of the IP.
You cant rack the city and ISP of the IP but nothing else.
Only your ISP has the information about the owner.
